Why does a base target my vehicles? Here's why.
Top Priority APC
High Priority Frogfoot Plane Panhards Howitzer MS20 Cobra Helicopter
Middle Priority All other ground vehicles and helicopters such as 90c, Light Tanks, Leopards Abrams, Stealth Units. (etc)
Low Priority All planes exuding the Frogfoot
Units in the same priority group have no more or less priority within their group. For example; Panhards are no more or less likely to be shot than howitzers. having lots of Panhards on field simply increases your odds; there are no guarantees.
A base will swap targets if a target from a higher priority group enters range. Once the new target is dead; the base returns to it's previous target. For example; the base is shooting a group of Leopards then a group of Panhards enters range, the base will swap to shoot the Panhards instead.
Aggression is triggered by movement. A moving target is more likely to be engaged than one that is stationery. It is best then to keep heavy middle priority units still and keep Panhards mobile. Even halting a group of howitzers when they're not able to shoot the base is a good practice when the currently targeted Pans are close to death. It's not a perfect rule but it does seem to help.

how do i conquer a base that has a tit wall and is making more turrets.
