Patriots are considered 'ground units' and perform much better against ground units than air units. Think of them like base defense SAMs because they 'think' and act like that. Despite the vehicle status, they will first attack the troops that are geared toward base killing (APC's Pans, Cobras & Howitzers).
Attacking Patriots:
You should attack a group of Patriots like you would attack a base. Send in Pans and the Patriots will 'lock' their aggression onto the pans while your troops that are good against vehicles attack. Again, while they are defending like a base, they are still vehicles so any troop with a vs. vehicle bonus will kill them fastest. My personal preference is to distract them with pans and use Apaches. Mainly because of the time it takes to approach (they have the same range as advanced missiles on a base (24)). A full group (25) of Patriots, which is very rare, will have the exact same attack/defense as a base with advanced missiles and no walls. Bring 2-4 full divisions of pans (depending on how hard your attack troops are hitting them).
Defending with Patriots:
Most people use Patriots for several different reasons but the most common reasons are these:
You should always use your patriot's long range to your advantage and position these units as far away from any front-line as possible and not being out of range. Keep some defending units with them as well.

You can't. Sort of.
People who use Patriots know that they are totally useless if they can't deploy and they can't deploy if the enemy is in range. However, I have seen some players use patriots whereas they position these units as close to the enemy base as possible and inch them closer and closer so as to strangle the enemy. Every time the enemy moves they'll move the Pat a little closer. It was very effective at the time and frustrating for the enemy.
